You know that setidleprocessing default trigger effect? That actually has a use. Try setting that to either on or off and see what happens... At least the theory is they shouldn't be moving. If it doesn't work let me know.

I wrote a trigger pack and it includes a trigger called "Disable/Enable AI player range". Set all your movements and unit works to occur and then fire this about a second later to disable the AI. The AI needs to be on for the move and work effects to "go through". (It works by preventing any instructions being issued to the units)
