Been looking through Stephen Caines' new skypack and his comments to attempt to reverse engineer it.
Can make my own .brg with HXD hex editor but it doesn't seem to be working.
To attempt to find out the cause I copied 'cloud1.brg' and made 'cloud9.brg' which worked. I then went into the hex editor for cloud9 and changed one of the strings to load a piece of the cloud2 instead of cloud1 (which it is otherwise an exact copy of) and that works fine. But if I try and change the text to anything else (SkyNight) the whole skybox failed to load.
To convert my bmps I converted the ddts and took note of what AoMEd said to reconvert them and used that setting.

Used 256x256 24bit bmps.
I put cloud9 in the data skies xml and converted to xmb as well.
Have annoyingly been able to replace a cloud1 .bmp with one of my own but still unable to create my own sky.
Must be an issue with the hex idea but have no idea what or how to fix!

Was to do with the length of characters in the name, made my own brand new sky .
Should probably make a guide or something...
