I am a 1900+ player and i still find it very hard to take out toxotes in classic age, a good example of a counter unit is slinger vs toxote, now thats a counter!
The way it is now, norse have horrible pathing and cant just take those toxote out if the greek player has a shield.
RC should get a greater bonus vs them IMO.
The only way i can beat them is to go heroic and get jarl and huskarl.
My thoughts.

They are just FINE as they are. In Classical Raiding Cavalry KILL them. In case the enemy has an all-the-way Toxotes and you have difficulty then you know that he can't destroy buildings (which means can't conquer, toxotes do almos nothing to buildings), so you can easily go to Heroic to build Huskarls/Jarls/improved RCs having for defense only your Towers in classical.
Toxotes in my opinion are one of the most balanced units in the game. They are just fine. I had doubts in the beginning (AOM release time) and I was ready to ban Hades in my games but then I understood that Toxotes can do nothing by themselves.

Improved pathing would help, but there's still no need to change stats right now. Raiding Cavalry just recently got a very useful boost with v1.02.
Toxotes are fine. Raiders have enough of a bonus vs. them. If the Greek enemy has exclusively Toxotes, you don't hurry too much but build a nice group of raiders and slaughter them - toxotes don't kill buildings.
If he has a meat shield, then he has less toxotes .

In small numbers it works fine. But when you get 20 toxotes and maybe a few hoplites the pathfinding gets terrible and the cav don't do any good
