Here's how I generally see it:
Below 1700 - Rook
1700-1800 - Inter
1800+ - Expert

There is a big jump at about the 1650 range. People under that are often noobs/rooks who hop up there and hop back depending on their luck but once you get above the level where yoyu would have 2 win more than 2 games in a row players tend to get quite a bit better.

dont forget there are some people who dont play rated (me!) who could still be extremely good
