I know there's a way of doing it with the command line, but I can't remember how.

For a command line way, just add "+noIntroCinematics" at the end of the target field in the standard windows shortcut.
When using the way of "user.cfg" it is not necessary to have the "+" sign, so "noIntroCinematics" will suffice. Though it doesn't actually hurt to have it there either.
