I didnt see any posts about this, sorry if this is something talked about a lot (havent visited forums since AOE2)
I played 2 rated games, started with rating of 1651. Won the first one, went to 1657. The second game i went classical in 5 mins, rushed, he threw ulfsarks at me from his town center, so we skirmished etc etc. Finally he tried to go after my forward base, but although we were matched in guys, i had the upgrades, so i crushed him. Just as i turned my guys to his base, i get the screen that says the guy is not responding, so i click 'wait'. Time runs down, i assume i win - i didnt even pay attention to the screen or the music, but then find out i lost! Is this some sort of cheat?

This is a bug Phoon called "drop-tricking" ES have tried to fix it but there are still problems. The person you played against (from what seems to be the information you're giving me) cheated you out of points.
If the screen pops up again in rated then continuously press "wait" about 2-3 times a second until the timer has nearly gone down, then press drop player a few times, you should get the points

Maybe you were the one who stopped responding...

I doubt it was drop tricking. As Chrono says, it could have been either of you that had the connection problem.
I was furious when I started losing games because I lagged and the 30 seconds were up. Yeah, I had a 56K connection, and probably not enough RAM to satisfy app-switching from AoM to Windows when a popup appeared (yeah, I'm human, I sometimes forget to sign out of Messenger). But does that mean I'm a worse player, and should lose points? Well clearly not, lol.
Admittedly it's a very tricky situation for the developers. I imagine it's hard to determine what is genuine lag (or for that matter who's lag it is) and what's a drop-tricking attempt. But in my cynical ways, I'll close by saying I don't know how the current "anti drop-trick" system is any improvement on the old one.

How do you know if you're the one not responding? This has happened to me a couple of times in advanced and it makes me mad (not really but w/e). Right now what makes me really pi**ed is the OoS, it has only happened when I was winning.
