The two main things we've seen, are discussion of smurfing - and discussion on overpowered civs.
From what I can see, a simple solution exists. Offer another form of rated play, perhaps called 'Advanced Rated' or suchlike, to compliment the existing Quick Game, and Advanced Game modes. This mode would only allow 2 names to be created per CD Key, and would allow renaming of account within certain restriction (such as max changes, and min time between change). The mode would also be Triple Random (Random Civ-Random Map-Random Opponent) - creating an interesting situation where civ balance issues are largely removed, smurfing becomes much less of an issue, and all the current stuff in place would continue to co-exist with the new mode.
Now - I'm not sure if something like this is going into the Titans - but I do know, as a programmer by trade, that this change *isn't* major for the dev company, and should be able to be implemented in a patch. As it's an extra mode - no changes to existing system would have to be put in place, bar some windows to allow account management (change of name), register 'advanced' account, start game and view advanced listings, much of the code which they have.
I'm hoping we can get as many people from the AoM community as possible, who think this is a good idea, and would improve their AoM experience, to sign up to the petition - in order to get a feel for the number of people these matters affect.
