Well, after playing the Titans a bit, I think that it is sort of a disappointment. I'm not talking about the Atlanteans; I think they're great. The campaign's good enough as well, and the scenario editor's improved, and the Titans add a nice twist to late game strategy.
But the original civilisations have barely been touched at all. Sure, they each get 2 new technologies and the titan, as well as some balance changes, but apart from that, they're the same. If you're playing the Norse, for example, you're going to play the same way as you always have. There are no new units for you to build, no new minor gods, no new age for you to advance, and not even new bonuses for the gods. If you don't plan on playing the Atlanteans or using the scenario editor extensively, there's almost no reason to buy the Titans. I'm sure many people are multiplayer-only people who like to stick to one civilisation...Well, the only reason they'd buy TT is for the titan or to play against the Atlanteans. You play the Greeks almost exactly the same way in both the expansion and in AoM.
These were just my 2 cents, and please feel free to add comments.
(I think that was my first ever disappointed-in-what-ES-did post
Give me money, and I might feel generous enough to say something kind.
