You can make a trigger, "unit work", assign the unit to be a villager that you've created, and assign the target unit to be a farm that you've created. Alternatively give the computer player an AI and it will eventually start working as long as the difficulty level is set to moderate or higher. You may want to post scenario related questions in the scenario design section, that's where most scenario makers chill.

Is there any way (like in Rise of Nations) to make it so that Idle villagers find work to do?
