Basic Level :
1. To determine location of food & resource.
2. Nearby Independent TC.
3. Construction of buildings.
4. Relics.
Expert Level :
1. Choke points.
2. Base vulnerability -- land/ sea borne & point of attack, possibility of multi-pronged threat.
3. Placement of buildings crucial.
4. Forward base.
5. Pillaging/ raids & pathways
6. Occasional 'unit sacrifice' to reveal enemy gameplay.
7. Patrol area -- controlled rush/ enemy building proximity.
8. Hunting/ conversion of herds.
9. Entrapment.
10. Intimidation.
Super Duper Expert Level :
Early age --> Rushing where & when... Victory = being Efficient.Middle age --> Strategy make over, offensive to defensive vice-versa. Expansion of base, role of sea/ lake (if any), possibility higher end unit production etc.Later age --> From here scounting become less important unless you're sleepy or something...Okay load more inputs can be add in, the point is scouting can be done by any unit as long as you know what you're up to in the VERY first place. Other direct related factor as in cost, speed, LOS radius & banner are important but problem is players tend to forget the gist' of espionage.
