Well, you should always upgrade your infantry as a whole, rather than just shields, armour plates or attack. If, however, I'm going for a quick rush, I may research copper shields to stop Tc attack.

When I play Greek, I wait with my armory-upgrades till i am in mythic age, because then i'll get the upgrades allmost for free (Hephaestus-Forge of Olympus)
