Ok, the facts are most of these cheaters have been banned, so what happens at that point? They get a new CD-key the day after, but It really wouldn't be to hard to re-ban them and reset there accts to the point where they just give up.
Like really, ES could easily employ a few trustworthy members of the community to do this if its all to much for "Supertroopers/D4ku".

You know, SuperTr00pers is just too busy banning people that disagree with him in ESO chat; he cannot spend additional time banning real cheaters on top of that. And what a great performance is it to ban a few people out of the top ten list when there are thousands of players below that where oosing and hacking is daily practice...

Oh, and the above list... I am not sure where you took it from, I guess from some ES publication, but anyone taking a closer look at it will find a good source of getting hacks for the game... so ES does not seem to have enough brains to do even this right.
