I wouldn't say it's cheating, but I'd say it's lame and shouldn't be done.

That's not really a paradox... you were doing a pun and he didn't know it. That's not a paradox.
And no, cheating is when you use exploits/hacks to play the game in ways it is not meant to be played... you're in the clear. Not morally, of course.

There is a tip, though... maybe don't let him wall that section off? All it is is a strategy, and no strategy is too good to be countered. If he's wasting time walling off an area to be "unsiegable", either because of lots of walls or fortresses, et cetera, then you should take advantage of the fact that he's micromanaging enough to do that, and move in with your troops, manage your expansion, et cetera. It takes time and attention to make an fortress-wonder that cannot be sieged.
