I find this really annoying. It seems that almost every noobie only game that I join or host, there is always at least one really good smurf that comes in and ruins it for all of the noobies. Any strategies on deterring them from joining?

I'm about 1575 and focus on rated 1v1. I think something like 35% of the games I play the other guy obliterates me because their rating is way below how good they are (say 1575 when actually they are 1675). Normally I don't mind because you get to watch the game afterwards and learn. However get three in a row and it can be very frustrating. Sometimes someone will actually give you tips and help afterwards which is great

How do I kick smurfs if I don't know they're smurfs until 10-15 minutes into the game?

I think the problem is caused by the ambiguity of the word noob and by a poor rating system. One person might base "noobness" on a certain rating range. Whereas another person may consider a noob to be someone with little to no experience. The problem with the first definition is that the the "range of noobness" is dependent on the experience and skill of the individual making the assertion. Another factor which must be taken into account is the ineffeciency of the rating system. Theoreticly if a person only uses one accout the rating he acquires would be a good measurement of his skill. However this is only the case if everyone of his opponents did the same.

Just some small advices
1.Anyone's name contains the word "noob" is a smarf.
(Apply to 90% cases. Because the real noobs hate that word and wouldn't use it in game.)
2.Anyone's name with "newbee" is likely to be a noob.
3.Anyone's name start with some capital letter, then with a underline, ie. XXX_abcdefg is in clan, and definitely not a noob, however hard he claims he is a noob. Just make sure kick if you don't want to challenge him in game.
4. Anyone talks a lot is very likely to be not a noob.
5. Anyone if you kick him because his rate is too low, but he rejoined several times, is highly unlikely to be not a noob.
Well good luck with it.
