Extracting an AI from recorded games between humans, is simply impossible with current technology. Come back in 50 years or so.
Expecting ES to update the AI every week (or month), free of charge, is probably not very realistic either.
What they should do, is make the AI engine and the AI scripting language as flexible as possible, so that fans can update the AI themselves. That way if you want a "brutal" AI, you can write your own.

The result will be that the AI will only play well, while you're not interacting with it. This does nothing to improve the quality of the AI. You could do the exact same thing in AoK right now. Just take an expert game, replay it up to a certain point, make a screenshot of the map, go into the map editor and set the map up exactly as in the recorded game, then let the AI play from there...and see how it ruins the expert's position. What's the point? You might as well give it some extra resources (AoK hardest) or extra units (Civ3 deity) at the start of a normal game.
