2.0 bonus is right on the line of what I would call a "hard" coutner. To me, x1.0-x2.0 = "soft" counters, x2.0+ = "hard" counters.
The "softer" the counter, the more likely it is to be versatile against other unit types besides its specific counter.
Greek Peltast and Egyptian Axemen have x4.0 (very hard counters) and are not good against anything else.

Other units in the x2.0 range to compete with the Huskarl are the TA (x2.25) and Camel (x1.75). I would say they're both pretty versatile (camel being the worst of the 3). Zeus Myrmidons are also a moderate counter to non greek (x1.5) and are one of the most versatile units in the game.
