You can't chase or outrun his raiders, as you've discovered.
Get crenellations, build walls, and force him to bring his raiders to defend against your hip/tox/heroes.
I would also recommend leaving a small number of hips (or hops) guarding your most exposed resources (not chasing). They won't be able to defeat a raiding party, but they buy time for your villagers and force him to take losses.
The goal is to minimize the damage you can take from raiding, and apply pressure directly to forehead.
Raiders beat hipps popwise, but before pop limit, and in restricted spaces, hippikons win, so try to force a confrontation before he has popped out on raiders. Tox absolutely murder every norse classic unit except the raider, and still does very well vs the raider as long as you can keep something between them.

I suppose I should add that I'm primarily a norse player, not a Greek player, so I see this match-up from the opposite direction.
My goal vs Greek is to raid raid raid, and hope he chase chase chases. If they pressure me and start taking out my longhouses, I have to respond. Usually, I keep raiding and aim for a devastating blow that forces him to split his army to chase my raiders, then I dip and re-unite my army to try to defeat half of his divided army.
As the greek, don't let that happen. Use your walls to know when a raid is coming so you can avoid it with minimal losses without needing to bring your army back home. I recommend signal fires and a few roving pegs, so nothing can catch you by surprise.
