They do this in many games. For one things it's easier for the graphic designers because they don't need to think of a new structure for the other TC's. Also it helps players easily start playing a different culture.

They're not the same. We do try an use common elements in shared buildings, though, so that you can recognize the building's role. In AOK, all the Universities had statues and all the Blacksmiths had smoke plumes, even though the different cultures used different art sets.
