There is no competition here.

Arguably the best god power in the game, even. And that's not even factoring in how insanely OP it can be in team games.

I had thought of that too but I kind of morphed "non-destructive" into "non-military" as I think this is what he meant anyways. If this is not the case, shockwave is indeed > all

How about non-offensive gps, so shockwave is stunning the enemy, it'd be offensive. Ceasefire and Resto aren't by themselves offense-based.

Spy isn't good on paper terms. But I always feel much more confident with a well placed spy in action.

Confidence is everything in this game. That's why I like it so much. It may be a bad reason, but whatever :P
