There are options to choose which type of personality the AI's will take (both allied and/or enemy). Make sure you are choosing the appropriate one.
Also make sure that you are choosing the proper difficulty level for your allies as well as your enemy AIs.
I know this sounds trivial, but I can't really think of anything else with the info given.

I think you can set team number to "custom" and be able to change computer personality.

Hmmmm, maybe I'm crazy then, but I thought for sure you could mix and match.
Are you playing AoT?

Set them to attacker or conqueror if you want them to build decent sized armies to attack with, you likely have your enemies set to random and your allies to standard, if you kick it up to hard or titan the quality of your allies improves quite a bit just expect the enemy attacks to become more coordinated towards one particular player on your team.

Two AI allies that have panned out for me are Ra set to attacker and Thor set to conqueror (however I haven't played on moderate in years they might not be effective unless your on hard or titan).
