That would make more sense....unless of course the game could determine exactly which villagers are using that particular drop off point and allows them to gather 12 resources in the time it usually takes to gather 10. In which case you'd accomplish the exact same thing...

Actually I think there is a huge difference. Empowering the dropsite for a goldmine increases the amount of gold at that site by 20%. For a large mine that is 1800 gold. That's 45 chariot archers in gold. Ra can have priests empower for the low low price of 100gp. Im a total newb so one of my panic stages would be dealing with setting up and defending a new gold site in the middle of the game. Empowering is essentially adding 2/3 of a small goldmine to your existing large.
