I am new to design. I am having trouble with a few things one; How do you place a nuetral town center unclaimed i can't seem to find out how.
second; Im having trouble with population. it starts at three hundred so houses and town centers are irrellevent.
third; I try to add falling snow to my map but it will not let me. do i need a patch or something please help

The Settlements are always Neutral

and for the population thing, you have to go to Scenario, then Forbitten Units and check on the square the house and towncenter square to disable those units so players won't be able to build houses or towncenters since you made everyone to start with 300 of population.

For the snow issue, you have to put a trigger. then:

EFFECT: Render Snow = you choose the amount of snow that will fall by modifying the percent. The higher the number you put as a percent will increase and change the amount of snow that will appear falling.

and if you want it to snow inmmediately, put:

CONDITION: Always

And put it to run inmmediately.
