I know that the SetIdleProcessing Effect sets the number of idle units, but what does that mean? What does this effect do?

It doesn't set the number of idle units, in fact it does nothing that I know of, it's just the standard "do-nothing" effect in the same way that Always is the "do-nothing" condition.
It could perhaps set how often triggers are processed. But I haven't seen anyone use it in any way.
