For actually moving the boats, you may want to create a separate trigger in addition to your deploy trigger. Try giving the new trigger a condition of army in area and an effect of army move. Specify the condition area for your new army move trigger to be where your boats are created and give the operator a generous radius of say <=4. I just tested it and the boats did move to where I specified.
