I think by interview the guy meant "discuss" or "talk to about it", not like a formal interview like you're thinking Auron. I was fortunate to have my campaign rated over 4 (even with Auron's critical gaze), but while I don't give interviews, I will try to answer any specific questions you post in this thread. Someone did a nice post about what makes a good scenario and finding that would be a good start. Plus look at the aspects that go into a typical rating:
Playability
Balance
Creativity
Map Design
Story/Instructions

If you're new to scenario design don't expect to get top marks at first unless you are extremely talented. Play campaigns from some of the community's best designers and you'll get a feel for what it actually takes to make a great project. Experimenting is a good way to learn and maybe you could volunteer at one of the design studios to gain experience.
There are two problems with the current rating system: Sometimes people are insensitive and even malicious when they review people's work. That is never acceptable IMO. Most people put a great deal of work into those things and it's terrible to see people degrade them with demeaning remarks. I think criticism is a very positive thing, but should be presented in a professional way.
The second problem is that sometimes regulars become somewhat proprietary with good ratings and protecting their own standing, and tend to unduly or harshly criticize works in order to protect said status. I am not referring to anyone or any particular instance, it's just something I have noticed on the DL section.
That said it is nice that experienced guys are willing to take the time to DL, play and rate people's projects. I know it is very time consuming and tip my hat for those who give their time so generously.
P.S. I saw a nice article on AOKH that had a great, long interview from a guy that was a legend in the AOK design community (maybe someone knows the guy's name or can provide the link). Try to find that as I think he talks to the subject you are trying to study.
