Argh. First, to enter the cinematic, make the trigger set to highest priority, active, run immediately, condition Always. For the effects, include Fade to Black, 0ms for fade and duration, Cinematic Mode: ON... um, SetObscuredUnits: OFF, I suppose. Do NOT add the Render Fog/Blackmap effect in yet, save it for your first shot. You also wanna add in a Fire Event effect to activate the first shot. After that comes the important part: place the Camera Start unit somewhere on the map where your player won't have any LOS in gameplay, and away from the edges of the map. That'll immediately make the camera point at a certain area when you start the scenario.
That's the process I use, never fails.
