Didn't think of using player defeated. That might be the error. On my map the game is lost if your hillfort is destroyed. I used IsDead on the hillforts and then the effect set player defeated, destroy all buildings, all units, etc. No OOS when a player is defeated regular only when he resigns early before his hillfort is destroyed.
Used condition PlayerActive checked NOT. No more problems.
