Does the effect change diplomacy also works on Multiplayer scenarios?

Yes. That menu is irrelevant in Multiplayer games because when you set up your own teams in the lobby, it overwrites it. Use the Diplomacy effect, it forces diplomacy and makes it entirely irrelevant how players set up their teams in the lobby.

One other thing about diplomacy that caught me off guard was that if you set diplomacy, say towards gaia, as player 1 with only one trigger, player 1 will see gaia as an ally but gaia will not see player 1 as ally. You need two triggers to make both players see eachother as an ally.
