How do i set the viewing angle in my cinematic so that its looking from the ground? like a side-scrolling game, rather than viewing from the top down?

Assuming you have the titans, you can simply hold down alt-shift-c to unlock the camera. Then you may hold down an arrow key with ctrl to rotate the camera up, down, and left to right. Page Up and Page Down can also be used to raise and lower the camera.
EDIT: Changed to alt-shift-c, that is what I meant to type...

Its Ctrl + Alt + C then press Ctrl + up arrow and Ctrl + down arrow
I just went into the editor and...both ctrl-alt-c and alt-shift-c work.

ctrl, alt c locks/unlocks camera.
Alt, shift c only unlocks camera and resets camera.
