When Reyk made those triggers, he didn't realise that the scale unit up and scale down triggers scale the unit that is currently selected, not the unit the triggers select. This mean't that the trigger did not work properly because it was scaling the wrong unit. Furthermore, the select unit commands was likely causing it to not work even more.
How to actually make it work:
(1)Make the unit you want to scale get selected in some way ingame - e.g. camera cut protounit
(2)Insert a scale trigger but IGNORE the select unit function
(3)Make sure the unit gets selected again and put a scale stop trigger again IGNORING the select unit part of the trigger.
This should fix the problem with it however you must remember to turn scaling off before you exit the scenario otherwise the game may start scaling random units - e.g. a random wave on the main menu. Also if you don't turn it off during the scenario, things may refuse to scale - using the trigger of using k in editor so be warned.
NOTE - THE SCALE TRIGGERS DO NOT WORK ONLINE AT ALL.
For singleplayer designers who want the versions of the trigger with the select unit parts removed for garunteed working and to avoid confusion, they are below. Only install these if you know how to! Otherwise, use the version of it you have but ignore the select unit part of it.
