He wasn't refering to lag or how to modify a unit's speed. He was asking how to make a scenario where everything operates like a Lightning type game.
I don't know/remember if there's an option to do so, but you can modify the rate at which things are created, built, or researched with triggers.

Rate Training -> Units (hoplites, etc.)
Rate Building -> Building (barracks, etc.)
Rate Research -> Technologies (Age advancements, Weapon upgades, etc.)

It isn't a picture of a trigger- it's just an example to help you. If you run around saying 'WHAT IS THAT' rather than actually trying to find out why the trigger didn't work NOTHING will get done.
It's an example, it's all you have to know. Lets move on.
Rate Contruction/Research/Building do NOT increase unit speeds. To do so you would need a trigger that would modify ALL protounits, I'm pretty sure I've got the trigger, just no idea which pack it's from.
Either be specific in what you want in a 'Lightning' Game or don't expect much help.
