In 2011, Nick_The_Hun made "Germania Inferior" as a 3 v 3 map (http://aom.heavengames.com/downloads/showfile.php?fileid=10038)
The Designer's description intended it to have the following Teams:
Team 1: Human Players 1-3, Norse Gods, vs.
Team 2: Human Players 4-6, Greek Gods, vs.
Computer Player 7, Norse God.
His description does not specify that the Human players need to belong to one specific deity, just to the Norse or Greek groups.
In the Editor, Players 1-6 have their Identity as "Unavailable" instead of Human, and Player 7's identity is "CPU." The Players' Civs/Gods in the Player menu are specifically listed as:
1. Odin
2. Thor
3. Odin
4. Zeus
5. Poseidon
6. Hades
7. Odin
The Diplomacy menu shows that Players 1-3 are allied with only each other and Players 4-6 are allied with only each other. Player 7 is enemied to everyone.
Based on my experience with other scenarios, making the Human Players' Personalities Unavailable instead of Human or CPU might make it crash with AOM:EE, but I would not expect that to happen with AOM:TT. For example, "BIBLICAL MUTATION V 0.9" worked on AOM:TT on Voobly, but it crashed on AOM:EE in Steam. In the Biblical Mutation Scenario, all Players are listed as "Unavailable" instead of "Human" or "CPU."
It works on Single Player, but it's meant as Multiplayer only.
When I tried GERMANIA INFERIOR on AOM:TT on Gameranger with one other person only in the room and the rest as COMPS, GAMERANGER crashed it back to the lobby.
Next, I tried it on Voobly with 6 Human Players on 2 teams total and a Comp as Player 7 while letting the players choose their own Norse and Greek gods and the same crash happened on Voobly. I think Voobly is a bit safer platform than Gameranger because Voobly makes sure that all the players have the right version. I'm not absolutely sure that I got Player 4's choice right between Norse and Greeks, but I think that I did because I would have wanted to make sure that there was an equal number of Norse and Greek players and that the teams were equal. Anyway, I thought that getting the wrong God's cultures (Greek vs. Norse) shouldn't matter as far as the scenario's functioning goes.
When he uploaded his scenario to the AOM:EE Steam workshop, he commented:
But like I said, it's more likely to glitch on AOM:EE because I know that the "Unavailable" identity is more of a problem for AOM:EE.

Germania Inferior (Historical lightning/supremacy scenario of central Holland)
This game is probably bugged and not playable for multiplayer sadly. Because it's focused on multiplayer not singleplayer.
