For source code, I usually go to newgroups. If you dont have a new server, then you can always find a free server with many newsgroups at: 204.71.68.78.
This might possibly be the largest news server, thats free.
Or as EO said, wotsit does a great job for much of file formats.
Hexidecimal.. mmm, I will try to find one for you. Normally, I use Hex Workshop, which makes things much easier. IMO, Hex is something you can learn on your own, and mostly common sense. Only when you get up to special locations and file linking is it hard. If you want to learn about numbering systems, I have a link that I cant exactly post on these forums, but does provide great help. ICQ me.
Tools I suggest:
∙ ResHack (for .EXE and .DLL)
∙ Hex Workshop (for everything)
∙ Format Layout (for editing things like textures. Especially good if your trying to convert proprierty formats to known ones, so you can compare and find patterns. Get from wotsit.com)
∙ Visual Studio (VB is the easiest. Its best to make a program to convert it for you, you dont EVER want to do it manually heh. Actually... I still convert everything for EE manually in hex, dont even have ee studio installed )
