I can obviously view all parts of the animation and watch the animation in motion and the model ahppens to have 23 frames. I would like it to only have one frame so it is in effect frozen in it's inital stance. How do I delete all the other frames of the particular animation?

Try before you run the script to delete some frames and then run the script. But I think you can't convert it after that. But then make all the frames the same, so it will look he isn't doing anything.
I dont want to have to make every frame the same. That would take ages. Your other idea of deleteing before I imported the script didn't work either

Well I don't got any ideas left, well maybe you can delete all the frames except for one, and then clone that one. And then make the same number of frames.
