There's no precedent for it, the only techs that grant resources trigger at the very start of a game or trickle resources. I asume copying one of the starting resource effects like you have in your post into a researchable tech would work but I haven't tested it.
This is code that works for me personally. Why you are having trouble I'm not sure. I'm going to guess that there's another problem such as not setting the type to normal or something; post your entire tech.

Thank you, it work for me and i tested it after you post, because i absolutely dont expected, that it will work, because i wrote it by himself as an example how it approximately would look like.
