Sounds like a complete nightmare to try to do. The problem here that you need to get the entire map as a 3d mesh. By the sounds of it the texturing isn't too important to you, so I'm going to ignore that bit.
I can see multiple possible approaches. Really what you need is the terrain shape and the object locations. I assume you can somehow get the mesh data out of the game files and import it via script into Blender. Getting the location and type of every object on the map can be easily done with AI scripts but there's no way to throw it into an external output as far as I know, meaning you'd have to make a load of screencaps with it all in and work with that somehow.
Or, you could decipher the decompressed .scx file format and extract the data directly. AoMED's source is the most complete thing I came across in my brief searches when I needed to change something in one. This will be the only way to get terrain data, aside from that you'd have to model it yourself.
