As i see it, ra was first one that was nerfed cause almost all the people used ra FH. And in the same patch (1.03) set was a bit cranked up cuase it was used to little. in patch 1.05 norse was just a bit nerfed. In patch 1.06 odin was majorly nerfed and sets animals two.
So the only civs that were nerfed are the:
set, (up and down)
ra,
odin.

little conclusion:
egypt had the most bonuses and the greek were still underused

IMO amo was better before all the nerfing stuff.

Poseidon got nerfed by increasing the build time of hippikon during classical from 15 to 20 secs. Mercs and early farming got nerfed too which nerfed all egyptians. Fire giants got nerfed too.
