Ok, aside from strills post, you posted something that got me thinking Oboe:

Do farmers farming at Granaries not close to Town Centers still get the Rain bonus or what was the reason that you tried that test with the TCs by the Docks?

"Only affects farms within range of a settlement." Coming from somewhere here in AoMH. (Google :P)

Though I don't know the exact radius.

Not the victory but the action;
Not the goal but the game;

It affects all farms, ignore the graphics.

Take my love, take my land, take me where I cannot stand.
I don't care, I'm still free, you can't take the sky from me.
Take me out to the black, tell them I ain't comin' back.
Burn the land and boil the sea, you can't take the sky from me.
There's no place I can be, since I found Serenity.
But you can't take the sky from me...

Does it have something to do with the team that it's on? someone go convert a team 1 fish, then try. If the fish are gaia it probably isn't boosting them, as it boosts allies by a different rate, and gaia is an enemy.

It matters what the target is because it's boosting the gather of that not what gathers it. It's like empowering.

Well enemies still get the same boost as allies so this would be irrelevant based of this theory.

Haha, good idea, but no it's the same even with player 1 fish.

Not to be "that ignorant noob," but doesnt the GP description say rain only affects farms near the TC? Just checking, because to be honest I know absolutely nothing about codes

it does say in the code that it has a radius of 12, does that make the farms near it have to be 12m away at most?

He is focused on playing supremacy at higher levels, and because he is a good player, he has a bit of an ego. I'm not saying that being good at something is an excuse to be insulting, but I think that he generally wants to help, even if he has trouble doing so without flaming.

12 range is like 12 yards ingame, as in Arcus has 20 range and towers to.
12 range isn't that far if you're mass farming with ptah :/

Sometimes you need to scare the lambs,
tell tales of evil bad wolves.
Because if there is nothing to fear,
they might think for themselves.

It also says that there's a rain over the farms, even though it's actually invisible.

I just thought of another explanation, maybe the boats aren't 12 meters from the fish so the fish aren't affected, because the radius might have an effect because they have the small rain over all the farms.
