I have played games at 70 FPS, and the same game at 30 FPS runs the EXACT same. The reasone 30 FPS sometimes SEEMS to be choppy is becasue in the middle of a large battle it usually drop to like 15, which IS noticable, but at 30 it isn't(even in FPS games)

Perhaps the framerate counter in that game is broken, because something sure isn't right. If you happen to have Quake 3 you can use the command COM_MAXFPS to demonstrate with extra clarity. The same type of command exists in Quake 2 as well but I don't remeber its exact name. Set it to 30 and see how fun that is to play with. 60 seems perfect at first, but when you've played with a steady 120 (or whatever value way over 60) with your own eyes then you don't want to go back if you can help it. If a 3D-action game ever comes down to 15fps I would desperately look into every possible way to lower the settings.

Sor awhile last year i actually had a 3d card, so i was able to get about 70 FPS on CS, and I saw no difference between that and before at 30 FPS EXCEPT during big battles. It is possible that there might be a way to tell normally, im just saying that I didnt see any when playing the game. And IF there is a difference it aint worth the $100 dollars for a decent 3D card.
