First, create a user.cfg file in your startup directory, and include these three lines:
aiDebug
developer
showAIEchoes
Next, create a user.con file in the same place, and add this line:
map ("alt-shift-d", "root", "gadgetToggle(\"XSDebugger\")")
Those lines will make it possible to access the debugger screens via alt-shift-D and ctrl-Q or alt-Q (can't remember which on the latter one).
I've also seen questions about setting up an AI vs AI game. You can't do it in the normal RM setup screen, you need to go to the scenario editor. Follow these steps:
Open the editor.
Create a new scenario, using the RM type, size and number of players you want to test.
For each player, go to the player info screen and define:
The name of the script file this player will run.
Set control to CPU
Define the civ, starting resources, etc.
Finally, save the scenario, then play it in the editor, choosing the player number you want to watch.
