The Greeks, knowing years of peace and prosperity, dismantled their military and began a life of peace prayer and progress. Their small town quickly became a sprawling city. There art and technology began taking leaps and bounds. One night a cold breeze was felt coming from the south. Something didnt seem right. Scouts were sent to the southern edge to determine what was going on. They never returned. After awhile the menace was revealed. A Norse wealthy overlord under the guidance of evil Loki had landed and taken up settlement to the south of the city. The land itself began freezing up at their arrival. They do not bode well and are seeking to steal the cities riches. Your Mission is to lead the forces of zeus (Posideion hades or loki .. just change it in the editor) agaisnt this threat
I am sure you could make this a really cool map, however there are some flaws.

You didn't have much for game play, you made it into a supremacy map with everything all built up for you except for resources and villagers. You also forgot to add AI to the computer players.
Balance: 2
The game sort of leans toward your favor. The enemy doesn't have much for a base and you and your allies have a fully loaded base(besides the resources)
Creativity:3
Your scenario idea was good, you had something besides a LOTR or an "Arkantos' return" type map. you just need to work on the details.
Map Design:4
You did a good job on designing this map. You had plenty of nice eyecandy. You also had a nice looking town/city. Your map flowed very nicely
Story/Instructions:1
No offence, but this part killed your scenario. You had no Instruction on what to do. You left me in the dark. I just decided to build up an army and find the enemy like in a rm. You also had no Objectives. You also could have put some short cinematics to give the player an idea what the story of this scenario is about.
I believe that this is your first scenario, right? So it's ok you didn't do the greatest job. The best advice I can give you is to practice and look at other people's scenarios for ideas.

Not much game play here - the enemy just sits around and doesn't do anything, so all the player has to do is build up, march south and slaughter him. No obvious technical errors at least (except for the fact that there are no victory conditions).
Balance: 1
Far, far too easy! With the enemy being inactive and completely static it's impossible to lose at all, and with the abundance of resources available not even the enemy base offers some sort of a challenge. The player wins more or less automatically.
Creativity: 2
It's sort of a 'non-random random map' - start with a TC, build up and attack. I did not find anything special in there.
Map Design: 4
The map was nicely drawn, but the city looked a little overloaded for my taste. Less might have been more here.
Story/Instructions: 1
There are neither. Even a simple objective ('kill player 4') would have helped here. Also, it would have allowed you to work in some background (in the objective itself or in the spotlight) if you didn't want to do any introductory cinematics. Names other than 'player 1' etc. would have been nice too.
Additional Comments:
I think the basic idea has some potential, but it would need a challenging enemy. Put the player under constant pressure while he is trying to build up. Limit the easily available resources, downgrade the fortifications and have the enemy attack in wave after wave after wave. Right now I think the scenario is just plain boring.
