You're right Germ! The giant scarab beetle is another siege unit. Also, the Norse will get a giant log for a siege unit.

This is really just an art issue. It's extremely unlikely that ES would code human operator(s) that can move independently (i.e. run away) from the engine itself. However, having one or more operators that run the engine would be very cool looking indeed.

Well they did the cannons in AOK great.
I mean the guys pushing them actualy didnt run away.
So neither do these guy who are pushing the onagers etc...

I halfway agree with Coldline. I don't think you should assign a villie to a siege unit, but I think they should add units running the siege units in the artwork. Sort of like how little guys pushed around the siege cannons in AoK.
