Good news - From an accidental discovery I have found that the cinematic OOS error is NOT due to cinematic models loading in but actually seems to be something to do with obscured units rendering.
You can render your scenario immune to the dreaded out of sync bug by simply using the trigger effect SetObscuredUnits and turning it off. This effect can be applied generally at game start to fix it or alternatively you can turn it off when entering cinematic mode as long as it is done at the same time. (Effect can be before or after Cinematic Mode turning on)
